Founder and President of multiple organizations, specializing in asset-based community development, general contracting, and youth outreach. Adept at driving organizational growth, fostering strategic partnerships, and delivering impactful programs. Certified in resilience training, project management, and equal opportunity practices.
Scott Smith
Chief Executive Officer (CEO)
Scott C. Smith is a growth-focused technology executive with three decades leading enterprise go-to-market strategy, complex deal-making, and high-performing teams. Across leadership roles at IBM and Kyndryl, he has built and scaled national sales organizations serving Fortune 500 clients. Over three decades at IBM and Kyndryl, he built national go-to-market engines for Fortune 500 clients, led multi-year outsourcing wins, and launched new solution lines with top-tier partners. A builder-operator, he scales teams with operating rigor and a customer-obsessed culture.

Jason Carter brings over two decades of experience in modular construction and offsite manufacturing. As founder of The Mod Squad Team, LLC, he has overseen the design and production of modular building systems with precision and innovation. His background ensures Sow Modular’s manufacturing processes are executed with efficiency, quality, and scalable output capabilities to meet growing housing demands.
Samuel Clear
Chief Operating Officer (COO)
Samuel Clear brings over 15 years of operational and leadership experience, combining military precision with hands-on knowledge in construction, logistics, and youth program development. As a former U.S. Army Staff Sergeant, he specialized in aircraft maintenance, quality control, and logistics and later transitioned to managing youth aviation programs and construction operations. His certifications in project management and resilience instruction reinforce his ability to manage factory operations and complex production workflows.
Kevin Bailey
Chief Financial Officer (CFO)
Kevin Bailey has 15 years of experience in finance, investment strategy, and infrastructure development. He has held finance and leadership positions at Crestone Management, PVOne Capital, IBM, and Union Pacific Railroad. With an MBA in Finance and a BS in Civil Engineering, Kevin has led capital structuring, financial forecasting, and underwriting for multimillion-dollar infrastructure and real estate projects—bringing critical financial oversight to Sow Modular’s capital-intensive operations.
Vincent R. Williams
General Counsel
Vincent Williams offers more than 30 years of legal and public affairs leadership. From his early roles as an Assistant Public Defender and Director of Government Affairs for the City of Chicago to founding his own government relations law firm, Vincent has advised Fortune 500 companies, hospitals, and municipalities. His legal and political acumen ensures Sow Modular’s operations meet all regulatory, legal, and policy requirements while advancing its mission.

Anthony Miller is a seasoned technology executive with over 20 years of experience spanning IT strategy, cybersecurity, enterprise architecture, and digital transformation. Known for aligning technology with business goals, he has led modernization, cloud adoption, and infrastructure scaling across diverse industries. With both technical depth and strategic vision, and extensive experience working with executive leadership, he drives secure, agile, and innovation-balanced IT ecosystems that support long-term growth.
Kathy Brown
Chief Community Engagement & Marketing Officer (CEMO)
Kathy Brown is an economic development executive with 25+ years of experience leading real estate and infrastructure redevelopment, public–private partnerships, and capital formation. As founder of K. Brown and Associates Consulting, LTD, she guides corporate and public-sector clients through complex projects—from incentives and approvals to delivery and impact measurement—including a $200 million lakefront revitalization in Northwest Indiana. Previously, she held senior roles with the City of Chicago, Chicago Housing Authority, and Public Building Commission of Chicago, overseeing TIF districts, industrial reuse, resident services, and major civic projects such as the $240 million Kennedy–King College campus. She holds a B.A. from Loyola University Chicago and an M.B.A. from the University of Chicago Booth School of Business.
